Recreation Division Director

Under the Direction of the Director of Recreation and Parks, plans, develops, implements, and evaluates a broad range of public recreation activities including sports and fitness, social and cultural, special events, camps, aquatics, youth, teen, adult, and senior programs; and life enhancements.

General Duties: 

Works with the City’s Personnel Department and Director to hire the appropriate recreation staff. Plans, assigns, and directs the activities of employees engaged in the promotion, operation, and maintenance of the City's Recreation and Parks Department's programs.  Assists the Director and Parks Superintendent in the preparation and administration of the recreation division’s budgets for programs, services, and facilities (Re: community recreation centers, swimming pools etc.).  Determines the need for equipment and capital improvement projects related to recreation.  Coordinates and organizes information for the Central Reservation and Scheduling System, working with the Systems Coordinator. registration for recreation programs and events as well as rentals, for athletic fields, and outdoor pavilions.  Orders equipment supplies and materials within budgetary limitations.  Reviews and approves purchase requests from staff to verify expenditure and necessity.  Monitors budget expenditures and revenue collection in all Recreation related program areas. Performs public relations duties and services and maintains effective communication between City agencies, boards, community organizations and shareholders.  Provides exceptional customer service while investigating and responding to inquiries and complaints relating to citizen use and or participation in and of recreation programs and facilities.  Works with the Director to determine present and future program and facility needs, goals, and objectives for the recreation division areas. Works within the marketing and communications systems of the City to achieve attendance and participation goals. Cultivates volunteer and business partnerships as well as sponsorship opportunities for the Recreation and Parks Department.

Additional Duties: 

Develops evaluation criteria for individual programs.  Establishing metrics and measurements of programs.  Directs the research, analysis, and preparation of special reports, studies, and surveys.  Provides input into and assists in the development of short and long-range recreation plans. Maintains records, program statistics, attendance, and program outcomes.  Supervises and directs staff and conducts evaluations and progressive discipline with the consultation of the Director and the Personnel office.  Attends external conferences, workshops and seminars to stay abreast of parks and recreation trends while initiating best practices throughout the organization.

Required Knowledge, Skills and Abilities:

Must have a passion and vision for recreation programming and exercise independent judgment and ingenuity in accomplishing program objectives and interpreting the needs and desires of the public.  Ability to acquire the skills to use data processing equipment and software to secure more effective and efficient operations including Microsoft, a Central Reservation and Scheduling System (such as Active -Net), and MUNIS.  Knowledge of the Commission for Accreditation of Park and Recreation Agencies (CAPRA) Accreditation process

Minimum Qualifications:

Bachelor’s degree in Parks and Recreation Administration or Childhood and Family Education or a related field and five years of municipal recreation management and programming, or five years of a sports or teen or youth guidance programs including three years in a supervisory role

Must possess and maintain a valid Driver's License and maintain eligibility requirements and endorsement(s) to operate a City vehicle.  A Certified Parks and Recreation Professional (CPRP) is preferred.

Recreation Supervisor

Supervises:  Full-time personnel as assigned, part-time personnel, seasonal personnel, volunteers and others as assigned.

Salary Range: $66,070 -$69,415

SUMMARY OF RESPONSIBILITY:

Under the direction of the Director of Parks and Recreation, manages and supervises the department’s public recreational, social, and cultural programs, events and facilities.  Supervises the full-time Program Coordinator and has primary responsibility for programs, events, seasonal beach operations and facility scheduling.

ESSENTIAL FUNCTIONS:

• Acts with authority of the Director when Director is not available.

• Assists the Director in budget preparation and implementation for General Fund operations, the Special Revenue Program Fund, and the Capital Improvement Plan.

• Responsible to plan, organize and implement special event programming including large community events, races, and other seasonal or cultural events.

• Orders supplies and equipment.

Director of Parks and Recreation

The purposes of this position are to perform professional, management and administrative work in planning and implementing all adult and youth recreation programs. This position is responsible for the execution of policies and procedures, and the supervision of staff including scheduling and training for all parks and recreation programs. It ensures proper maintenance of P&R facilities. The position evaluates the needs of the various populations it serves and seeks out new ideas and methods to provide the appropriate services. Report to First Selectwoman and Supervise: Recreation Office Assistant, Park Maintainers, Summer Camp Directors & Counselors, Program Instructors, Basketball Referees, Volunteers.

  • Plan, organize, and implement the operations of the Parks & Recreation department which includes sports programs (softball, baseball, tennis, basketball, volleyball, etc.) summer camp, extreme teen camp, and after school programs, as well as specialized adult and youth offerings. Responsible for maintenance and supervision of the park, including trails, fields, restrooms and the pavilion.
  • Recommend and administer policies, procedures, and fees for department programs, Review and evaluate the effectiveness of programs and services provided by the department; foster development of alternative sources of funding, equipment, property, and labor. Prepare and submit grant proposals.
  • Develop short-term and long-range program and facility planning to meet community leisure needs; work with Parks & Recreation Commission to review programs and receive input; serve as staff support for the Commission.
  • Assist in recruiting and recommending full and part-time, seasonal employees and contracted instructors as approved; develop and conduct employee orientation sessions and training.
  • Create department’s advertising materials, including flyers and social media posts. Post programs on Town’s website and serve as back-up webmaster.

  • Control and account for the expenditure of department’s funds in accordance with budget appropriations. Reconcile bank accounts on a monthly basis using software. Assist the P&R Commission in preparing the annual budget.
  • Solicit sponsorships for sports teams and community events.
  • Maintain effective working relationships with Town School Officials and Public Works Manager, to maximize cooperative usage of resources and facilities,
  • Coordinate with community organizations and other Town departments for special events,
  • Act as Preston’s Youth Services Bureau Director.

Education, Training and Experience:

The qualifications required would generally be a Bachelor’s degree in recreation, physical education or a related area. A minimum of 5 years’ relevant experience is required, preferably in a municipality, with 2-3 years of supervisory experience, and/ or any equivalent combination of education, training, and work experience.

Recreation Supervisor – Health & Fitness

Location: Mansfield Community Center, 10 South Eagleville Road, Mansfield, CT 06268.

Job Description:

The Recreation Supervisor for Health and Fitness is responsible for managing a variety of recreation programs with an emphasis on health and fitness programs as well as related work as required. Work will primarily include providing services to members and residents at the Mansfield Community Center, a 38,000 sf community recreation facility with over 4,000 sf of fitness area space, a two-lane  indoor track, and established water fitness classes. Duties include: planning and supervising health and fitness areas, group fitness classes, personal training, and other assigned recreation programs; scheduling programs and events; supervising and scheduling approximately 30-35 part-time staff and independent contractors; monitoring budgets of assigned programs; maintaining appropriate records and files; preparing reports. Position reports to the Recreation Services Manager. 

Work Schedule & Location

This position is 35 hours per week.  This is an exempt position eligible to earn compensatory time for hours worked in excess of 40 per week. The selected candidate will normally work Mondays-Fridays weekly. Work schedule includes a minimum of one evening per week and occasional weekend hours to accommodate work assignments.

Compensation

The salary range is $64,191 - $81,299/yr. The hiring rate of pay will depend upon the selected candidate’s qualifications and experience. The Town of Mansfield provides an extremely competitive benefits package. Mansfield participates in the Connecticut Municipal Retirement System (CMERS), a defined pension plan, a variety of other ancillary benefits such as medical, vision, dental, life insurance, short-term and long-term disability insurance, tuition assistance, paid vacation and holidays. 

Minimum Training and Experience

Candidates must have any combination of education and experience equivalent to a Bachelor’s degree from an accredited college or university with major course work in recreation, leisure sciences, fitness and health, sports management, exercise physiology or related field supplemented by considerable health and fitness programming and supervisory experience. A history of supervisory experience with part-time staff is preferred. CPR and First Aid certification must be held at time of hire, or within three months from date of appointment. Group fitness instructor certification such as ACE or equivalent and CPRP certification are preferred.  Possession and retention of a valid driver’s license.

Lifeguard

Windsor Recreation and Leisure Services seeks seasonal full time summer lifeguards. Lifeguards ensure the safety of our guest while providing courteous, friendly and professional assistance. The Lifeguard will provide aquatic instruction in classes and programs based upon the guidelines and standard operating procedures set by the American Red Cross during swim lessons. Water Safety Instructors

Windsor Recreation and Leisure Services seeks seasonal full time summer Water Safety Instructors. The Windsor Recreation Services Division seeks a strong and knowledgeable person with aquatics programming and supervisory experience to join our team as an Aquatic Director. The successful candidate will oversee aquatic operations, hiring, training, scheduling, supervising the Lifeguard staff, scheduling programs and pool events, coordinating swim lessons, and maintaining an organized pool schedule. The Recreation Services Division has one indoor pool and manages three outdoor pools in the summer. Must be available to work May through September. Hrs/Wk: 30 hours or less during May & September, Hrs/Wk: 40 hours or less during June-August. Salary: $20.00-$23.00 per hour.

Requirements/Qualifications:

Must be 21 years or older. Availability is a Seasonal Full-Time. Nights and weekends are required on an as-needed basis from May to September. 3+ years' experience in recreation or related aquatic activity; at least one year of supervisory experience; current lifeguard certifications from an authorized agency; and CPR/First Aid, Water Safety Instructor, and lifeguard certification.

Must have a valid driver's license and pass a background check and drug test (includes screening for marijuana)

Aquatics Director Responsibilities:

Customer Service—one of the most critical job duties is direct customer contact. The quality of service you provide to each swimming pool, customers, and staff will directly reflect on the Windsor Recreation Department.

Overseeing swimming pool operations—This includes all aquatic programming, pool events, chemically balancing the aquatic facility's swimming pool, vacuuming the swimming pools, cleaning the pool tiles, cleaning the facility decks, cleaning the facility furniture, cleaning the bathrooms, maintaining the facility's circulation system, and all other aspects of running the facilities.

Facilitate In-service Days - This involves training other staff members on the policies and procedures.

Prefer applicant be enrolled as an undergraduate or graduate in a Recreation & Leisure Program, Sport Management Program, or related field. LICENSE OR CERTIFICATE: Requires valid driver’s license, good driving record, and provide own transportation.

WORK SCHEDULE & CLASSIFICATION: Internship will occur between May - August. Typically 35-40 hours a week will be available, and work is generally conducted between 8:00 a.m. to 5:30 p.m. Hours will be determined based on Special Events and other department program requirements. A minimum commitment of 37.50 hours weekly is required. This internship is non-benefited, and employment is not guaranteed at the completion of the internship.

Education/Skills/Qualifications

  • Currently majoring in Parks and Recreation or a related field.
  • Must have completed 2 full years of college by the time the internship commences.
  • Must have or be willing to obtain First Aid and CPR/AED certification.
  • Excellent communications skills.
